Invincible Tyger Claws 8 monthsI just came across a shootout between NCPD and Tyger Claws near where you meet Dex and no matter how many times i shot them or used quick hacks they dont take any damage at all

so im trying to take So Mi to the moon right? and i can go through the mission because the helicopter isn't attacking and neither are enemies. im not sure if its my mods or what. can i get some help?
