Brute Force vs. Quickhacks

Brute Force Take out your best guns and grenades. Go all out from a bit of distance to give you some dodging room when the cyberpsycho attacks.
Quickhacks Use quickhacks such as System Reset or any similar quickhacks that can hinder an opponents movement.

Best Choice

It's best to choose option 2 since it will give you an advantage while fighting the cyberpsycho. This cyberpsycho is pretty difficult to bring down so going in brute force may cause you more harm than good.
