There are two ways to start the Phantom Liberty DLC in Cyberpunk 2077. See how to unlock or skip ahead to the DLC, and where it takes place in the timeline!

There are two ways to start the Phantom Liberty DLC. You can either play until you finish the Transmission quest to unlock the DLC naturally, or you can start a new game and skip to when you get the first DLC quest.
The Phantom Liberty DLC will start after you complete the main job, Transmission. Regardless of how you handled Maman Brigitte and the Voodoo Boys in Pacifica, Songbird will call you after Transmission and start the first Dogtown Quest: Dog Eat Dog.
Transmission Walkthrough
After speaking to Songbird, head over to the Stadium Parking Terminal near the entrance to Pacifica. This will officially start the Phantom Liberty DLC, allowing you to speak to Songbird and enter Dogtown.
Nothing really happens if you choose the option "Nah, not convinced." The quest will still trigger, giving you a waypoint to the entrance of Dogtown. This option will not lock you out of the DLC.
New players who only want to play the DLC can skip ahead to Phantom Liberty by starting a new game and choosing the option "Skip Ahead to Phantom Liberty."
This will start you off outside the Voodoo Boys' Chapel in Pacifica (after Transmission) where Songbird will call you to trigger "Dog Eat Dog."
If you choose to skip to the DLC, you'll create a new character but you won't be able to edit their attributes. You'll also start with a set of items to get you through the DLC content.
Another difference we noticed is that DLC content requires less Attribute requirements for interactions (like opening doors) than if you unlock the DLC naturally!
Phantom Liberty takes place before you meet Hanako Arasaka for the last job on Arasaka Tower. This means you have one last job with Johnny Silverhand before the point of no return in the main story.
