Go to the area underneath the pier and scan the bodies there. You'll find a red van there and scan the body found inside.

Head to the pier and scan the numerous bodies. One of them will have a shard that you can read.

Objective Icon.pngDefeat the attacker.→Search the attacker.→Search the area to collect information.
Head to the end of the pier to find the cyberpsycho. Defeat him and look through his body for more information.

Melee-Quickhack Combo or Ranged Attack

Melee-Quickhack Combo You may opt to use a combination of your quickhacks and blunt melee attacks to bring this cyberpsycho down.
Ranged Using shotguns and assault rifles can be used in as long you can dodge between the attacks of the cyberpsycho himself.

Best Choice

The first option is best here as the cyberpsycho is armed with his own shotgun and using ranged will deal less damage. And since Regina is requesting to bring this target down non-lethally, using blunt weapons with high damage is the way to go here.

For those opting to use the Ranged route, equip your weapons with the Pax mod to render them non-lethal.
