Alex, and all other characters in Phantom Liberty, cannot be romanced. CD Projekt Red, before the DLC's release, has announced that no new romance options will be added in the DLC.
Worry not, as you will still be spending a lot of time learning about Alex' story through her main quests in the expansion's story. You may even get a chance to boogie with her!

Growing up in the slums of the Los Angeles Metroplex, she saw her parents drown in various addictions, her friends' childhoods plummet into a never-ending cycle of crime, an environment riddled with inescapable poverty, and a life of hopelessness... but she always dreamed of seeing herself on the braindance billboards. It was a stroke of luck that the BD studio that she discovered was an FIA front. Soon, Alex was a fledgling agent under the wing of accomplished spy Solomon Reed, undertaking risky ops and classified missions—both domestic and foreign. When the Unification War broke out, she was sent to Night City, where things went south and Alex came full circle. She returned to the slums she so desperately wanted to leave, though this time it was Dogtown instead of LA. After seven years under cover doing routine spy work, she had almost lost hope of ever getting out of this hellhole... until an old friend suddenly appeared on her doorstep.

Alex is an FIA agent who you will encounter in the middle of Phantom Liberty's story. She moonlights as The Moth's bartender which is located in Longshore Stacks at the southern part of Dogtown.
Alex and Solomon Reed has worked together years before 2077, and is initially mad at Reed's sudden appearance in Phantom Liberty as she was led to believe that he had died.
Your relationship with Alex does not have a significant effect on the ending of Phantom Liberty nor in the main game itself.
Alex has a major role in helping you become a functioning FIA agent during Phantom Liberty, but she will become less involved near the story's conclusion.
Even though Alex does not affect any of the endings you may get in Phantom Liberty, a certain choice that you need to make will dictate her fate at the end of the expansion.
During Firestarter, you and Alex will disguise as the Cassel twins and meet Kurt Hansen inside the stadium. You'll then be led by Songbird to extract the neural matrix, wherein you will be prompted with a choice to help or betray So Mi.
If you choose to help So Mi in Firestarter, Alex will kill Kurt Hansen as planned but Songbird will override the stadium's defense systems to give both of you a chance to escape. Alex notifies Reed of your betrayal as you escape.
Alex survives during the quest, but will not contact you for the rest of this story path until you complete Phantom Liberty, where you will get Unfinished Sympathy that caps off your short career as an FIA agent, but opens up the way for Alex to finally retire from being a spy.
If you choose to betray Songbird in Firestarter, she will notice that you are uploading an ICEbreaker and warns Hansen that something is wrong. Songbird then hacks you and Hansen will kill Alex. The ICEbreaker does push through, but it's too late for your fellow FIA agent.
