Shortly after the Firestarter main gig, Mr. Hands will send you a text informing you that some of Kurt Hansen's men sold him your equipment. He is willing to send it to you as long as you pay him 20,000 eddies in return. Reply to the text with the eddies when you have them.
This text will only be received if you exit the stadium without collecting your gear.
You will then wait until Mr. Hands texts you again. The specific waiting time, whether in-game or realtime, or how much time skips you need to do for this is unclear. For this reason, it's best to just do side gigs until Mr. Hands contacts you.
Once you receive the text from Mr. Hands, you can then collect your gear by the door in your Dogtown apartment. This will be the weapons you left behind while exiting the stadium.
