The Quadra Type-66 "Hoon" is a weaponized and armored variant of the Quadra Type-66 (the same one you get for finishing all of Dino Donivic's gigs).
The Quadra Type-66 "Hoon" can be obtained as a free weaponized vehicle sample after Update 2.0 by completing the I'm In Love With My Car side quest in Northside, Watson.

The Sport R-7 "Sterling" is one of the 3 new vehicles introduced in the Phantom Liberty DLC. By completing all of Mr. Hands' gigs in Pacifica and Dogtown, you will be rewarded with this DLC vehicle for free during the Hi Ho Silver Lining quest.
Note: Unlocking all of Mr. Hands' gigs will require you to progress the Phantom Liberty main story. After reaching key points of the main story, the old fixer will hit you up with more gigs to complete inside Dogtown.

The Herrera Outlaw "Weiler" can be obtained by doing El Capitan's Phantom Liberty-only, repeatable quests called Vehicle Contracts.
After you unlock and complete a few contracts for the fixer, he will hit you up with the Baby Let Me Take You Quest. Help El Capitan steal an Arasaka Medical Truck successfully and he will reward you with this sleek, weaponized car.

The Thorton Mackinaw "Demiurge" is a monster truck that can only be obtained by pursuing a secret quest tied to the FF065B mystery of Cyberpunk 2077.
This secret vehicle was made available after Update 2.0, allowing players to obtain it after they find a secret location in the Badlands of Night City.

The Rayfield Caliburn (Black) can be obtained after you complete the Ghost Town main quest in Act 2 and gain 40 Street Cred.
Once both requirements are met, return to the tunnel where you fight Nash during Ghost Town, and look for a shipping crate that triggers the side quest Murk Man Returns Again Once More Forever. Investigate what remains of Murk Man's things to get the Caliburn inside the shipping crate.
Note: If you are looking to collect all the cars in the game, you will need to tell Panam that you're not going to kill Nash. This has Rogue reward you with a free Archer Quartz "Bandit" for being professional.

The Quadra Type- 66 "Cthulhu" can only be obtained if you manage to convince Claire to spare Sampson during The Big Race of The Beast In Me questline.
In order to do this, you will need to have picked the correct dialogue options during the end of the Santo Domingo race of The Beast In Me questline.
Note: Finishing the final race without confronting Sampson will lock you out of getting this vehicle and Claire's vehicle. Additionally, Claire will no longer serve you drinks at the Afterlife if this happens.

Most of the free Cars and Motorcycles in the game will be available as a reward for specific Side Quests or Gigs. If you're trying to fill up your garage with sweet rides, the following side quests and gigs will get you where you need to go.
The Nomad Lifepath is the best choice if you want to reach 100% completion on vehicles, as the Thorton Galena GA40XT Rattler
and Jackie's Tuned Arch are only obtainable for Nomads.
Aside from free vehicles related to quests, players who own the Phantom Liberty DLC can opt to stack Autofixer Discount Shards until they get a 100% discount at the Autofixer. This allows you to get any of the more expensive cars without spending eddies.

You can get a free motorcycle during the mission where you bring down the flying transport with the EMP in the Badlands. At the end, after you grab the Arasaka defecter, at the gas station, and the nomadsball show up. If you stick up for Panam she tells you to keep Skorpions motorcycle.
