The car racing feature will only be available after you complete Claire's quest and the first car race in the game, The Beast in Me.
The Beast in Me: The Big Race Quest Guide
After completing The Beast in Me, wait or skip 3 days for someone named Jim Jarry to contact you. He will offer you to race for him to win tons of eddies.
Car racing locations are marked by a checkboard flag icon on your map. To access the minigame, you need to pay 2000 eurodollars.

Winning car races will bag you 10,000 eddies and discounts for autofixer websites, which you can use to get more cars and motorcycles more easily!
With enough firepower, you can easily destroy racers. This will make the race much easier; you're sure to win when you're the only one left! We recommend using the Hellhound as your vehicle for these races. Not only does it pack firepower, but it will also survive a lot better when opponents are shooting at you!
It's important that you buff your vehicle as much as possible when it comes to car races. Be sure to equip the necessary Vehicle Perks to make it much easier to win!
We recommend the vehicle perks from the Intelligence, Technical Ability, and Body attributes to maximize the effectiveness of your chosen ride!
