This quest is only available to the Nomad Lifepath.
Talk to Rogue Amendiares during the Ghost Town main quest until she asks you to call Panam. Do some missions or wait until Claire Russell calls you about your old car's (the one from the Prologue) GPS still working. Then, head to the Medeski Fuel Station fast travel point to begin the quest.

Go to the indicated location.→Scan your old car.Go to the landfill and locate your car. Scan it to check its status.
Look under the hood.→Check the engine.→Talk to the stranger.Pop open your old car's hood to check it. Talk to the stranger after and after a little discussion, you will be left with three choices (seen in the image).
Check each choice to see how they end up.
Get in your old car.→Talk to Johnny.Argue with the stranger and threaten her to get your old car back. Then, talk to Johnny to end the mission.
Talk to Johnny.Give the car to the stranger for free who then walks away happy. Then, talk to Johnny to end the mission.
Get in your old car.→Talk to Johnny.Offer 100 eddies to the stranger to acquire your old car. Then, talk to Johnny after to finish the mission.
You can threaten Lana using the option They're my wheels. That's that. This will cause you to threaten Lana almost at gunpoint, infuriating Lana and to the dismay of Johnny.
You can give your car to Lana for free, using the You can keep the car. option, making her appreciate the gesture and so will Johnny.
You can buy the car off Lana using the option Buy the car off you. This will somewhat please Lana and Johnny.
It's best to choose buying it off from her to get her a new car. While the second option will impress Johnny the most, choosing the 3rd option does give you a new car for just 100 eddies at a point where you have little cars to choose from.

In the crafting screen, would love to see a comparison between what I'm currently equipped with vs what I've selected to craft. In the Inventory screen, I have no idea where any extra weight is without going into each category (weapons, clothes, etc). Please add some sort of weight indicator next to each category so I know exactly where I seem to be overloaded. In the Map, please mark completed items (assault in progress, access points), grey out the icons or something similar?
Nomad car is invisible in These Boots Are Made For Walking side quest.
