The best route to take in this Side Job is through the scaffolding to the right of the road blockade that leads up to the roof of a building. This will get you straight to the walkway right above the van.
There are three stealthy approaches to this mission.
To the right of the road blockade, there are fences you can climb over. On the other side of the fences are scaffolding you can climb up to the roof. On the other side of the roof is a walkway that will lead you to the walkway above the van. There are two maelstroms patrolling, so distract them or time them and then open and jump out the window.
As soon as you enter the perimeter, crouch-walk on the left-hand side and enter the building. There is a guard inside but he's looking out the window. Sneak behind him and go upstairs. Another guard is patrolling the walkway so wait until it's clear then jump out and land just by the van.
Enter the hideout and crouch-walk towards the right-hand wall. Climb the crates and enter through the door ahead. There should be another door in front of you that leads to a bridge with two guards. Crouch-walk into the bridge, open the window on your right and jump outside. You should land just beside the van.
Scan the enemies first and make sure you're not underleveled. If you're confident, you could storm the hideout and neutralize everyone inside. There are no netrunners in the area but reinforcements will come shortly after combat is initiated.

Either one works as the choice doesn't matter and is ultimately futile.
To follow the cables you will need to scan the tech on the wall opposite of one of the tv screens. Scan and follow the cables that are coming from it. It should go up the ceiling and up towards the hole with the ladder going to the roof. The cables will lead you to a sattilite dish to scan.
