After completing the previous quest, wait for another 24 hours and you will get a call from Reed. He will tell you that the command for the neural matrix is ready and you will be picked up at a secluded place of your choice.
Fast travel to Misty's Esoterica and use the elevator to reach the rooftop. Sit on the chair and prepare to make your final decision.
Johnny will try to convince you to not call Reed and find another way to deal with the Relic. Note that this is a point of no return so make sure that everything's all set before proceeding or make a manual save first in case you need to go back.
An FIA AV will be sent to your position if you decide to call Reed, continuing the questline and locking you out of the other content. However, if you've got other things to do first or want to go for a different ending, you can choose You're right. Can't go through with it.
You will be able to text your friends and tell them about you leaving for a few weeks. When you're done, select the prompt to wait for the AV and hop on when it arrives to complete the quest.
