|When he was still Wade Bleecker the Petrochem employee, practically everyone knew him. Since scrubbing his identity from existence and adopting the persona of Mr. Hands, Pacifica's resident fixer, that's no longer the case. His appearance and true identity are a closely guarded secret. In his previous life, Wade climbed fairly high up the Petrochem corporate ladder. But after a sudden shake-up in upper management, someone decided blood needed spilling at the altar of corporate efficiency. Unfortunately for Bleecker, he was chosen as its unfortunate sacrificial lamb. He proved cunning enough to survive the initial assassination attempt, but when an official bounty was put on his head, he had no choice but to change his name and face and disappear for good. Mr. Hands is a businessman through and through—cool-headed, calculating, and supremely focused on his objective. Precisely what that objective is, however, remains a mystery to all but Mr. Hands himself.

Initially, you will contact him in M'ap Tann Pèlen so you can reach the Voodoo Boys and has only one gig to offer, but once you start Phantom Liberty and get access to Dogtown, he will give you more gigs and side quests to do.
Mr. Hands' voice actor was changed after the Phantom Liberty update for the game was released.
Previously, Sean Power voiced Mr. Hands, but after Phantom Liberty, the fixer is now voiced by Alex Jordan. New voice lines were recorded for Mr. Hands, with old lines re-recorded to keep the fixer's voice up to date.
In the base game, Mr. Hands only has one gig to offer. If you purchase Phantom Liberty, you'll be able to get access to more gigs in Pacifica and Dogtown.
Do note that some of the gigs will be made available as you progress through Phantom Liberty's main quests.

Mr Hands' gigs not only test your skill as a mercenary, but also question your morals, as you need to make weighty decisions at the climax of some of his gigs.
These decisions can lead to a follow up side quest if you make the right choice, but it may mean not following what Mr. Hands ordered you to do.
Mr. Hands is not available as a romance option to V for either gender.
You will, however, will be able to meet him in person inside the Heavy Hearts Club in Dogtown, an opportunity that he doesn't easily give to anyone.
Mr. Hands, like other fixers in the game, does not have a significant effect upon the ending of the game itself.
Mr. Hands is also not one of the possible characters who can appear during the credits sequence. As such, there's no need to worry about maintaining a good relationship with Mr. Hands throughout the game.
