The damselfly spawn more frequently near water, so make sure to run around near rivers!
Some dragonflies are also quick to move, so be sure to run quickly! Running won't shoo them off like other insects, so you're all set.
If all else fails, or if you don't want to run around your island, you can head to a Mysterious Island and use your net to catch some dragonflies.

You never know when the bug you are searching for might just pop out in front of you on its own, so always keep your net equipped and at the ready!
Dragonflies move around quickly, so once you spot one, be sure to run up quickly towards them to catch them!
Once you've spotted one, you can just run up to the dragonfly and press A to catch them!
