Weekly Challenge Supply Packs are new supply packs that can be obtained by participating in events that has them as reward. Outside of that, there is no other way to get this.
The most recent event to feature this is the Gilded Nightmarket event from Version 2.3! Make sure to keep an eye out for events and their rewards if you're looking for this item!

Weekly Challenge Supply Packs are used to claim materials from weekly bosses that are used to upgrade Forte levels. Considering you can only claim rewards thrice a week, getting this supply pack is a good boost especially if you're running out of weekly materials.
