Cerulean Echoes Adrift in the Winds automatically unlocks in the Quest Log after completing Chapter 1 Act 8: To the Shore's End.

To the Shore's End Walkthrough

Reach the far off island in Tethys' Deep

Wuthering Waves - Data Overdrive - Far off island

The location of the quest is too far off to be reached by normal means. The distance between the location and the neighborirng areas in Tethys' Deep is too far to swim or glide.

Complete the Aetherfin Challenge

Wuthering Waves - Data Overdrive - Aetherfin Challenge to reach island
To get to the island, they have to complete an Aetherfin Challenge found here in an island northeast of the Bank of Life subregion in Tethys' Deep. This challenge will let them traverse the waters fast enough to get to the island.

Find the Overdash Researcher

Wuthering Waves - Data Overdrive - Overdash Researcher location

Once on the island, make it to the lookout on the northwest side. The Overdash Researcher should be there to trigger the quest once you talk to them.

After talking to the Overdash Researcher, proceed with the Overdash challenge by interacting with a challenge node that spawns besides the NPC. You only have 2 minutes and 30 seconds to reach the end of the obstacle course!

Wuthering Waves - Data Overdrive - Two Kinds of Routes in certain section of Overdash

At a certain point in the Overdash challenge, there is a split road that presents two choices: a risker but faster path that needs good control over jumps, or a longer but easier road where the player can simply just be careful in their turns. Go with which path you are confident in!

Defeat the corrupted Tacet Discord

Wuthering Waves - Data Overdrive - Defeat the Tacet Discord

At the end of the obstacle course, a Lumiscale Construct will spawn. Defeat this Tacet Discord to clear the quest!
