Characters that scales off Resonance Liberation will be able to use Kumokiri as a good stat stick, though take note that you will only be able to utilize 1/3 of the Resonance Liberation DMG Bonus (8% only) especially if they cannot inflict Negative Status Effect.
Nevertheless, if you need a good 5-star stat stick and have Kumokiri lying around, its 36% Crit Rate is hard to ignore and will make building characters a lot easier.
