S Tier Explanations

Power Explanation
Prey on the WeakPrey on the Weak Vulnerable has always been a strong damage multiplier and Prey on the Weak just adds more to this. There's nothing much to talk about Prey on the Weak aside from its a straight up damage buff and even if your build cannot apply vulnerable, there are multitude of ways to apply Vampiric Curse in Season 2 which allows this Power to still shine.
MetamorphosisMetamorphosis One of the easiest way to apply Vampiric Curse. This is a guaranteed application and all you need to do to trigger it is to use your dodge skill which is free. The damage is not the main deal of this power but its guaranteed effect to apply Vampiric Curse which can greatly synergize with several Vampiric Curses in the game.

You deal 16% increased damage to Vulnerable enemies. Enemies are Vulnerable while affected by a Vampiric Curse from your other Vampiric Powers.

When you Evade you turn into a cloud of bats, becoming Unstoppable for 4 seconds. Enemies along your path take 160% Physical damage and are inflicted with Vampiric Curse.

A Tier Explanations

Power Explanation
DominationDomination Similar case to Prey on the Weak except it applies to stun which not all characters can easily apply. However, if your character can apply Stun, this Vampiric Power is easily an S tier power.
HemomancyHemomancy Hemomancy is an insane power farming Vampiric Power during the early game. However, it does fall off in the later stages of the game but we still put it in at A tier due to its low Cooldown and its ability to heal the player for 1% of every target. It's also misleading with the “nearby targets” as it easily hits all enemies even outside your current screen which still makes it a great durability rune if you need some survivability in the later stages of the game.
Sanguine BraceSanguine Brace A must have power for Overpower builds.
Accursed TouchAccursed Touch This is an easy way for DoT builds with high lucky hit chance to spread Vampiric Curse and if you have Prey on the Weak, apply vulnerable to a huge enemy group.
Bathe in BloodBathe in Blood Despite the pool having an 8 second cooldown, Bathe in Blood is a strong Power to have for units that rely on channeling skills. This makes skills like Rapid Fire have more power as its a straight 40% damage buff as long as you don't stop channeling in the pool of blood.
Blood BoilBlood Boil Adds a secondary source of damage for Overpower Builds. The extra guaranteed Overpower is also a nice addition.
Flowing VeinsFlowing Veins Synergizes greatly with Accursed Touch and 60% flat increase to lucky hit + DoT builds.

Your attacks deal 80% of your Maximum Life as Physical damage to nearby enemies. This can only occur once every 4 seconds. You heal for 1% of your Maximum Life for each enemy damaged this way.

When you kill an enemy, Fortify for 6% of your Base Life. While you have more Fortify than half of your Maximum Life, you gain 8% Critical Strike Chance.

When your Core Skills Overpower an enemy, you spawn 3 Volatile Blood Drops. Collecting a Volatile Blood Drop causes it to explode, dealing 60% Physical damage around you. Every 20 seconds, your next Skill is guaranteed to Overpower.

B Tier Explanations

Power Explanation
Coven’s FangsCoven’s Fangs The bat attacks are not the highlight of this power but its ability to apply Vampiric Curse to enemies. If you are playing a build that can reliably apply this rune such as a necromancer summoner build, this power can be a good power to consider but without a reliable way to trigger this power, it becomes a very low tier power.
Feed the CovenFeed the Coven Similar to Coven's Fangs. If you have a reliable way to trigger Feed the Coven then it can be a good way to keep your resources up to allow more core skill usage which translates to a direct DPS increase.
TerrorTerror A great power for melee builds. While the guaranteed critical strikes against feared enemies are great, the chance to fear enemies who attack you is a straight up durability buff.
MoonriseMoonrise A great power to get some free attack speed. Can be a viable power to include for builds like an Arc Lash Wizard build as it can allow an almost triple damage increase for your primary attacks.

Hitting an enemy with a Basic Skill grants you 4% Attack Speed for 10 seconds, stacking up to 5 times. Upon reaching maximum stacks, you enter a Vampiric Bloodrage, gaining 160% Basic Skill damage and 15% Movement Speed for 10 seconds.

C Tier Explanations

Power Explanation
AnticipationAnticipation Ultimate skills are pretty decent and this is a straight 20% cooldown reduction for it. However, to maximize its value, you'll need to rely to DoT but most DoT builds don't rely on Ultimates to deal damage which makes this a low tier Power with better alternatives.
HecticHectic Very random proc chance and you need to launch several primary just to make it work.
InfectionInfection Very hesitant to place it to C tier as it deserves a lower tier. This power does not apply to DoT and attacks with multiple hits which means you'll have to launch 8 different attacks just to trigger this power for a measly 70% damage.
Jagged SpikesJagged Spikes Very low chance and thorns has always had a low damage rate due to its actual low thorn value and the enemy's attack rate. Might have a place for specialized thorns build.
RampartRampart Requires you to be idle for 3 seconds to work which essentially means death in higher tiers.
RavenousRavenous An almost good Vampiric Power but it does need a high amount of Movement Speed and lucky hit. Very hard to utilize due to its lucky hit chance and subpar effect.
ResilienceResilience Most attacks will end up killing you in one hit at higher tiers which means this is an unusable power.
UndyingUndying Very low healing value.
Call FamiliarCall Familiar Very few skills to apply this and a very low stun rate as well and its target being random makes it a very clunky power to have.
