The Dark Citadel Vendor is an NPC Vendor in Diablo 4 (D4) which trades various consumables and cosmetic items for Citadel Coins. See the Dark Citadel Vendor's location, how to unlock them, and a list of what they sell here.

The Dark Citadel Vendor is found in the main hub of the Dark Citadel, the Ancient Nexus. This NPC is found between two banners in the top-left of the nexus and is unlocked along with the Dark Citadel.
The Crater of Lost Souls is a priority quest in the Nahantu Region which which starts a short questline and unlocks the Dark Citadel and the Dark Citadel Vendor on completion.

Note that the Dark Citadel is only accessible on Torment Difficulties. Therefore, clearing Tier 20 of The Pit of the Artificer is a prerequisite as this unlocks the first Torment Difficulty.
The Dark Citadel is exclusive to players that own the Vessel of Hatred Expansion. Parties that have at least one player without the Vessel of Hatred of Expansion cannot enter the Dark Citadel.

Effect: For the next 30 minutes, Increases Damage Reduction by 10%, killing 20 enemies causes your next Core Skill to Taunt Nearby enemies, and Experience gained is increased by 8%.

Incense of Khazra Power |
Effect: Use: Increases All Stats by +30 for all nearby Players, killing an enemy gives you +2 All Stats for 5 seconds, and increases Experience gained by 5%. Lasts 20 minutes.

Effect: Use to summon an Anvil that can be used by 4 players to repair their gear. Has a 60 second cooldown.

Effect: Use to restore all Tempering Charges on an item. Only usable once per item.

The consumables available at the Dark Citadel Vendor are designed to support your efforts in clearing the Citadel, such as scrolls that revive teammates, or elixirs that also buff nearby players.
Additionally, the Scroll of Restoration is a valuable item that resets the Tempering chances on gear, making it highly recommended in the late game.
