The most common cause of this issue is that the player's console, platform, or account doesn't have access to the Vessel of Hatred Expansion. Make sure your Battle.net account has access to the expansion, and check that your console or platform of choice has the latest update installed before trying the next step.
Players report that simply restarting your console or PC is often the best fix for this bugged blocked quests. Restarting helps update game files and refresh your account's status.

Blocked Quests are a protective measure in Diablo IV that prevent parties from progressing in a quest when one or more members do not meet the necessary requirements. These requirements vary between quests and can include things like level restrictions or owning the Vessel of Hatred expansion.
Following the release of the Vessel of Hatred Expansion, many solo players have reported receiving the Blocked Quest
notice. This appears to be a bug, as typically, quests without the required conditions simply cannot be taken, especially when playing alone.
Beginner Guides and Best Tips for Getting Started
On couch co-op, as we are both completing part of the Undercity quest line, only one of us gets the quest completion. We have to do all bosses multiple times. We tried combinations of who’s opening the portal and who is the last to hit the boss. The one that got the quest completion has to log out and the other has to go through the the undercity quest alone to get the completion. Any work-arounds for this issue?

As soloplayer the quest just stopped/disappeared. Tried all and everything but the only thing that worked was to do the quest on a new character.
