Diablo 4 - Currently Not Possible to Minimize
As of writing, it's currently not possible to minimize the in-game minimap in Diablo 4. There have also been no official news or announcements regarding the implementation of a map zoom-out feature in the future.

Overlay Map Also Currently Not Planned

Rod Fergusson, Franchise General Manager of Diablo 4, has also mentioned on Twitter that there aren't any plans for an overlay map, which could have been a possible alternative to minimizing the map.

Minimize Workarounds

Open the World Map

Diablo 4 - World Map View

Currently, the only real workaround to minimizing the map is opening the World Map. The World Map provides a better view of your current location or region and can be freely zoomed in or out to focus on different areas.

Utilize Map Pins

Diablo 4 - Utilize Map Pins

For an easier time navigating using the minimap, we recommend utilizing map pins in the World Map screen. Pinning locations in the World Map creates a red line path that you can follow on the minimap to reach your destination.
