The quest Sigil Crafting can be started after Nightmare Dungeons in Diablo 4. Learn the quest location and rewards, as well as how to start Sigil Crafting!

You can start the Sigil Crafting quest in Kyoshavad after clearing a Tier 3 Nightmare Dungeon. Speak to Demyan in order to unlock Crafting and Salvaging of Sigils.
How to Change World Tier Difficulty

Players also need to switch to World Tier 3. You unlock World Tier 3 by completing the Cathedral of Light on World Tier 2.
This allows you to unlock Nightmare Dungeons. Clearing these dungeons grant Nightmare Sigils, which are used to create Nightmare Dungeon portals.
The final requirement for unlocking the quest is to clear a Tier 3 or higher Nightmare Dungeon. Start by clearing a Tier 1 Nightmare Dungeon to randomly obtain a Tier 1~5 Sigil as a reward.
Once you have obtained a Tier 3 or higher sigil, you can use it to create a Tier 3 or higher Nightmare Dungeon, which will unlock the priority quest after completion.

Sigil Powder, obtained from salvaging sigils are used to craft higher Tier sigils. Keep in mind that higher Tier sigils will require more Sigil Powder, so remember to save unneeded sigils for salvaging.
Once you finish the quest, you can now Salvage Sigils. Doing so allows you to turn low tier sigils into Sigil Powder that can be used to craft higher tier Sigils.
