Go by Recommended Level Order

# Act Rec. Lvl
1 Prologue: Wandering -
2 Act 1: A Cold and Iron Faith Lvl. 5
3 Act 2: The Knife Twists Again Lvl. 10
4 Act 3: The Making of Monsters Lvl. 15
▼ Acts Proceed Linearly From Here
5 Act 4: A Gathering Storm Lvl. 30
6 Act 5: Secrets Bartered, Fates Sold Lvl. 35
7 Act 6: Dance of the Makers Lvl. 40-45
8 Epilogue: From the Wound Spilled Lvl. 45+

After completing the Prologue, you're free to choose between doing Acts 1, 2, or 3. You can simply go by the ascending order of their acts and recommended levels for the most standard and smoothest run of the campaign.

Quest rewards don't scale by the difficulty of the quest and, instead, scale by your current level, so there's no point in doing quests way above your level, since you won't be getting better rewards from them anyway. The only reason to switch up the recommended level order is if you want a more challenging gameplay experience.

Story Walkthrough and List of Main Quests

Act 2 is manageable even if you skip Act 1

Pros of Skipping to Act 2
Checkmark Act 2 isn't that hard if you come in underleveled.

Checkmark (For Druids) The Spirits of the Lost Grove Specialization Quest is also found in Scosglen.

Checkmark Act 1 has an annoying boss that could be better dealt with from a higher level.

Checkmark Act 1 might already be boring for those who already played it during the beta and Server Slam.
Cons of Skipping to Act 2
Checkmark You don't get better rewards for doing quests of higher difficulty.

At the base recommended level of 10, Act 2 is completely manageable if you go straight at it after completing the Prologue. The enemy encounters and boss fights are tough enough to prove a challenge, but not impossible given good equipment and strategic skill assignments.

Additionally, Act 1 has an annoyingly difficult boss in Vhenard (especially if you're playing Barbarian), who will definitely be more swiftly defeated once you've leveled up some more and gotten access to stronger skills.

Skipping to Act 3 is not recommended

Diablo 4 Act 3 Quests

While Acts 1 and 2 can be interchanged, going from the Prologue to Act 3 is not recommended. The enemies are too difficult and you'll have to repeatedly pause progress through the campaign to grind your level. Definitely not the most efficient use of your time, especially since you'll have to complete Acts 1 and 2 anyway to unlock Act 4.

For Barbarians, although the Masters of Battle Specialization Quest is also located in the Dry Steppes region, the Specialization Quest alone is not worth committing to Act 3 quests immediately. You can simply head to the Dry Steppes, do the Barbarian Specialization Quest, then head back to Fractured Peaks for Act 1 quests or Scosglen for Act 2 quests.

You Have to Complete First 3 Acts to Unlock Act 4 and Mounts

Complete Mount Donans Favor to Gain Access to Mounts

In Act 4, you unlock Mounts that will allow you to traverse around the map on horseback. However, you don't unlock Act 4 just by completing Act 3 alone. You'll have to complete Acts 1 to 3 to gain access to the Act 4 story.
