The best blessing to prioritize this season is Urn of Divine Favor, which increases the rate at which you gain Divine Favor from all sources. This allows you to increase your Seasonal Reputation quickly, as most seasonal activities that you would be doing provide Divine Favor.

With Helltides being the best activity to start leveling with this season, the Urn of Divine Favor is the best Season Blessing that you prioritize spending your Smoldering Ashes on.
This allows you to quickly level up your seasonal reputation quite fast, allowing you to equip more Divine Gifts early on.
Mid Game (Torment 1 - 2)

After maxing out the Urn of Divine Favor, invest Smoldering Ashes into the Urn of Reckoning to increase your chances of acquiring additional loot from Elites and Champions.
Then, you can start putting points in Ancestral Whispers, as you will be doing activities with the Tree of Whispers rewards fairly often.

Once you have finished the Urn of Divine Favor, the Urn of Reckoning, and the Urn of Ancestral Whispers, you can proceed to level up the remaining blessings. The Urn of Sanctification and Urn of Calamity aren't as good, as sources of Heavenly Sigils are quite limited and you wouldn't be doing World Bosses often.

Reallocating Season Blessings begins with a low Gold cost but increases with each consecutive re-spec. Fortunately, the Gold cost for caps at 30,000 Gold, allowing for flexible reallocation without significant worry once you accumulate enough Gold during the later stages of progression.

Bonus Effect for Seasonal Characters
Season Blessings are urns that provide additional buffs to your characters. They can be leveled up by using Smoldering Ashes, which you can obtain from the Seasonal Rank Rewards.
The effects of the Season Blessings are applied to all of your characters in the Seasonal Realm to help you boost their progress as you level through the Season Journey.
How to Level Up Season Blessings
Collect Smoldering Ashes
In Season 11, you can earn and collect Smoldering Ashes from the Seasonal Ranking menu to level up your preferred blessing for the season.
Smoldering Ashes can be obtained by completing objectives in the Season tab. Then, complete the Capstone Dungeon to do the other activities in the next ranks to earn more Smoldering Ashes.
