The reason may because of different nation policy, JInzhou created Tacetite weaponries that can be utilized by non resonator while Rinascita limiting the weapon manufacture due the control of the Order of the Deep. Jinzhou by standard is a frontier and militarized region while Rinascita is a federation of city states.
Neither Zani or Roccia actually use gauntlets, Carlatta can't aim with her gun, Camellia rarely uses her sword just some examples off the top of my head they are straying away from the norm of weapons and they can't make everyone use a refractor. Besides Carlatta is the only other 5 star pistol user and she can't even aim, chill.
