The Lucky Red Envelope was added in celebration of the Lunar New Year. Here is the in-game description of the seasonal event:
The start of the lunisolar new year is celebrated in many parts of Asia. In some areas, such as China, children are given red envelopes filled with money to wish for their good health. Don't spend it all in one place!

*Make sure to have Bell Bags ready in your Pocket before you start wrapping.
It's tradition for the Chinese to give their loved ones money inside of red envelopes to spread good fortune for the coming Lunar New Year!
Why not try something new this year and send your loved ones some Bells with the Lucky Red Envelope!
Villagers were previously unable to accept Bells as gifts from players. However, villagers can now accept them if wrapped in a Lucky Red Envelope or a Bokjumeoni Lucky Pouch.
Though there are quicker ways to raise friendship, you'll be able to keep a villager's default clothing and furniture by giving them Lucky Money or Sebaetdon.
You cannot customize Lucky Red Envelope through DIY.
