As thanks for updating, one Snorkel set will be given to you when you update after July 3, 2020. Make sure to check your mailbox once you update your game!
You can also buy a Nook Inc. Snorkel by redeeming Nook Miles or by buying it from Nook Shopping. You will receive it by mail the next day.

Snorkels are available in several different colors. The first one you receive from Nintendo will have a random color.
On the image above you can see a Red, Yellow and Blue Snorkel being used!
Snorkels are an accessory and will take up the mask and glasses slot.
Additionally, they are not required to dive when swimming in the Ocean. You can still dive for Sea Creatures without wearing them!
