The Midwinter Sweater is a Seasonal Item and can be bought through Nook Shopping in the season it's available.
The Midwinter Sweater can only be bought through Nook Shopping service and is only available between December 1 to December 31 for the Northern Hemisphere and June 7 to July 6 for the Southern Hemisphere.
There is no limit to how many you can order, except for the daily limit of 5 item orders, so you can buy as many as you want.
The Midwinter Sweater was added in celebration of the Winter Solstice. It was originally called the Winter-Solstice Sweater. Here is the in-game description of the seasonal event:
