The Hikoboshi Outfit can only be bought through Nook Shopping service and is only available between August 1 and August 31. The seasonal item is available for both players in the northern and southern hemispheres in this period!
There is no limit to how many you can order, except for the daily limit of 5 item orders, so you can buy as many as you want.
The Hikoboshi Outfit was added alongside the Orihime Outfit in celebration of the Cowherd & Weaver Girl Day. Here is the in-game description of the seasonal event:
