The Handmade Cape can only be bought through Nook Shopping service and is only available between June 1 and June 30. The seasonal item is available for both players in the northern and southern hemispheres in this period!
There is no limit to how many you can order, except for the daily limit of 5 item orders, so you can buy as many as you want.
The Handmade Cape was added in celebration of International Children's Day, said to be an international event. Here is the in-game description of the seasonal event:
