You can only buy the Cucumber Horse during Obon, from August 10 to August 16. Here is the in-game description of the seasonal event:

"Celebrated mainly in Japan, it is said that ancestral spirits will visit the living beginning on August 13th, arriving on creatures made from cucumber and eggplant before departing once more on the 16th."
