Cross the street west of the cafe and you'll see a girl talking to a cat outside the main door of a restaurant. Interact with it to summon more cats and get the trophy.
2.8 Hidden Trophies and How to Get
Get to Chronorift Metropolis via Ch. 2, Act 12
To get to the black cat's location, you must start the main quest Stagnant Dawn on Wastelands and arrive in Chronorift Metropolis. You can go to the location as soon as the game allows you to free-roam the entire area.

Neon Cat! is a hidden achievement that is not initially present in the Trophy list, but will appear under Journey, in the World in All Its Variety I Trophy subcategory, once completed. Be sure to get it for some extra Astrites!
