Complete Chapter 3 Act 3 Main Quest
To unlock the A Snowbound Order from Cobalt Blue quest, you must complete Chapter 3 Act 3 of the Main Quest and have access to the Roya Frostlands. The quest requires further exploration of the region, so it is recommended to unlock its major areas first.

Talk to the Agitated Staff Near the Dormitory
Go to the diner found to the right of the Academy Dormitory to see an Agitated Staff and a female customer arguing. Join in the conversation to find that the restaurant's ordering system is sending out the wrong orders, and you must talk to IRIS to fix it.
Ask Help From IRIS in Spacetrek Archive
Head to the Spacetrek Archive and ask IRIS about the special serial numbers from the catering system. It turns out that these numbers stand for tags of an expedition team who went missing.
IRIS continues on to tell you that the expedition team's vehicle is the only lead available, as all their IDs and equipment were deregistered and decommissioned.
(Optional) Talk to NANA in the Infirmary
After talking to IRIS, you can talk to NANA in the infirmary to hear about rumors surrounding the Roya Frostlands, likely connected to the missing expedition team. She then tells you about a student who heard people beneath the ice.
Check the Main Transport Hub for Clues
Teleport to the Main Transport Hub to find out more about the missing team's vehicle. The Gloomy Staff tells you the vehicle is currently in use in the Roya Frostlands.
The staff tells you to wait to give you more information about the vehicle, only to say that it was intercepted by Roya Outcasts.
Defeat the Outcasts in Mount Gjallar
Head to the location of the vehicle in Mount Gjallar and defeat the outcasts. Afterwards, talk to the Paranormal Fan Club Member and investigate the Vehicle.
It turns out that the vehicle was sending requests repeatedly, affecting the catering system.

(Optional) Further Investigate the Frostlands Area
After talking to the Paranormal Fan Club Member, go inside the cave just a few steps from the vehicle to see two notes from the expedition team and flashbacks as to what transpired in the expedition.
Return to IRIS in Startorch Academy
Return to Startorch Academy and head to the Spacetrek Archive to talk to IRIS. Discuss about your discoveries to solve the case, complete the quest, and receive the Beneath the Cobalt trophy.
