Get to Chronorift Metropolis via Ch. 2, Act 12
To reach Kumi and Shingo's location, you must start the main quest Stagnant Dawn on Wastelands and arrive in Chronorift Metropolis. You can go to their locations as soon as the game allows you to free-roam the entire area.
