Governing Stones Tier List Explained

Governing Stone Evaluation
TempestTempest
(S-Tier)
Easily one of the best AoE damage skills for the Seneschal. With the right setup, it can have an amazing damage uptime, especially when pushing Nightmare Vaults or Dungeons.
Best paired with a Rank 10 Arcing Support stone and a Rank 10 Registered Damage Support stone.
Flash of AdrenalineFlash of Adrenaline
(S-Tier)
One of the best support Seneschal skills since it literally grants you a free 20% damage boost on top of what your build already does.
Best paired with Tactical Support and Duration Support stones to decrease cooldown and increase uptime.
ReconstructReconstruct
(S-Tier)
An amazing Seneschal skill that can be used when your build requires a bit more healing. This is perfect for builds that take a while to go online, tailored for that endgame push to an optimized level 100 build.
Best paired with the Tactical Support stone to decrease its cooldown.
GyrateGyrate
(S-Tier)
A good AoE damage Seneschal skill that can be modified to also function as CC. Perfect option until you can get to higher tier Governing Stone options.
Best paired with Mockery Support and Initiative Support stones for the AoE taunt and the guranteed hits.
Lightning BoltLightning Bolt
(A-Tier)
A good arcing damage Seneschal skill that synergizes with Lightning Builds.
Best paired with Arcing Support and Resource Support stones to maximize its damage and utility.
Focus FireFocus Fire
(A-Tier)
Similar to Lightning Bolt, Focus Fire is a good arcing damage Seneschal skill for the mid-game.
Best paired with Arcing Support and Resource Support stones to maximize its damage and utility.
ImpaleImpale
(A-Tier)
A good damage Seneschal skill that synergizes for fast pushing builds. However, very limited AoE compared to easier-to-get options like Gyrate. Being melee also limits its uses.
Best paired with Resource Support, Swift Support, and Efficiency Support stones to maximize its utility.
ProtectProtect
(B-Tier)
Very niche especially considering how many Skills, Aspects, and Uniques allow you to generate a barrier. Since its barrier has low HP and functions on a timer, this stone is only useable in the very early stages of the game.
BushwhackBushwhack
(B-Tier)
Has applications when dealing with single targets but falls flat for 90% of the game since you'll mostly be handling mobs. Can be replaced with Impale which has better AoE but also has single-target DPS potential.
FireflyFirefly
(C-Tier)
Ranged projectiles that don't have the Arcing modifier are easily C-Tier since they can't benefit from some of the best Tuning Stones in the game. Easily outclassed by Rare stones like Lighting Bolt and Focus Fire.
AutodefenseAutodefense
(C-Tier)
Very situational application. Would be better to rely on your build's Defensive Skills, Uniques, or Aspects than commit one of two Governing Stone slots to a subpar support skill.
PummelPummel
(C-Tier)
Melee skills that aren't AoE are just outclassed by Gyrate and, to some extent, Impale. Even with support stones like Resource, Swift, and Efficiency, Pummel is still worse compared to Rare ranged skills.
