You can only buy the Marigold Decoration during Day of the Dead, from October 25 to November 3. Here is the in-game description of the seasonal event:
"Celebrated mainly in Mexico, this festive event honors the deceased with parades decorated graves, and skeleton costumes.
Marigolds are thought to help the deceased find their way back from the afterlife."
