Try connecting/reconnecting to wifi. Sounds like that is fixing the problem for some people.

My kids have all been trying to find Jack. He is MIA. We are configured to the correct date and time. We are up to date with our software. What are we missing?
Same for me! Nowhere to be found and none of the villagers are trick or treating or passing out candy or anything! It’s like it’s not Halloween at all!

I have made sure my time on the game is correct and I'm playing on the latest update, but Jack is no where to be found. Am I missing something?
You cannot time travel for jack he will only appear on the date irl.
