I'm Northern hemisphere. The balloons spawn every 5 minutes at the west side (left side) during day. After 6pm they spawn on the east side (right side). The spawn location is just the opposite of that from the previous comment. Only the spawning interval seems to be identical (also at times with 0 or 5 at the end e.g. 5:00, 5:05...).
Baloons spawn every 5 minutes, at times that end in 5 or 0 (so 6:05, 6:10, 6:15), along the east and west (left and right) sides of your island. During the day they spawn in the EAST/RIGHT side, after 6 pm they switch to WEST/LEFT [not sure if southern emisphere switches this around, and not sure if 100% accurate for all players, but they all seem to spawn from the same side for hours at a time so just find the spawn and you're good]. Sometimes you get none, sometimes 2. Hope this helps!
Currently balloon farming so I am at the east side of my island waiting for balloons and have got three of the seven remaining cherry blossom recipes just need the last 5! This might take a while:)
I’ve found that normal balloon presents usually appear roughly every 15 minutes.
Rainbow balloons are part of the Bunny Day event and has sky eggs and rarely a bunny day recipe. Unfortunately though, these balloons are currently dominating the skies.
red: DIY blue: materials green: furniture, clothing yellow: bells based on what i've seen while playing the game.
I found a rainbow balloon, and I popped it over flowers by accident. It disappeared.
Blue balloons gave me material, items etc. Not sure abiout the colors thingy...
I just got a green balloon and it dropped glasses. A few blue ones dropped me iron
Blue gave me iron. I don't think color matters.

i got a tree's bounty mobile recipe from a blue balloon.. it's a seasonal item as well (fall)
I wasn't aware of the balloon colors, that's pretty cool :o
