Lief will occassionally carry Sugarcane Starts for 280 Bells when he visits your island. You can also donate Bells to his plot on Harv's Island Plaza, so you can buy from Leif at any time.
How to Unlock Leif's Garden Shop
Plant the Sugarcane Starts on a plot of land on your island. You cannot plant sugarcane or any other crop on sand.
How to Grow Crops and Vegetables
After plating your Sugarcane Starts, wait three days for the sugarcane to grow. Water the plant daily to yield more sugarcane at the end of the three days.

Take a ride on Kapp'n's Boat Tours by visiting him on the pier and paying him 1,000 Nook Miles. After riding his boat, he will take you to a random mysterious island, which could contain a type of crop.
How to Find Kapp'n and Ride the Boat Tours
Continue riding Kapp'n's Boat Tours until you encounter an island containing sugarcane. You can only ride his boat once per day, so you may need to time travel to find the island quickly.
Once you find a sugarcane island, you can pick up the sugarcane by hand or dig up the plant with your shovel and bring it back home.
Grow your sugarcane by selecting sugarcane starts in your inventory and choosing to “Plant 1”.
You can also choose to dig a hole in the ground with your shovel and bury sugarcane!

You can place Sugarcane to decorate on your island! However, leaving too many of the on the ground could lower your island rating.
You can place them on top of furniture, such as tables and shelves to avoid this!
How to Raise Your Island Star Rating
Eating sugarcane, much like you can with fruits, turnips, mushrooms, and bamboo shoots, can get you up to 10 points of stamina that allows you to things you cannot normally do in the game.
What Happens When You Eat Fruit?
Sugarcane can be bought at Leif's Garden Shop for 280 Bells or found in mysterious islands during Kapp'n's boat tours. When harvested, Sugarcane can be sold for 350 Bells.
