The Sunflower Rug is a Seasonal Item and can be bought through Nook Shopping in the season it's available.
The Sunflower Rug can only be bought through Nook Shopping service and is only available between June 7 and July 6 for the Northern Hemisphere and December 1 to December 31 for the Southern Hemisphere.
There is no limit to how many you can order, except for the daily limit of 5 item orders, so you can buy as many as you want.
