Libra Fragments can be obtained from September 9 to October 23.
After witnessing a shooting star, you will be able to find Star Fragments on the beach the very next day, and with a 10% chance, you may even come across a Libra Fragment. Without a meteor shower, there is no other way to come across this item, making them extremely rare and difficult to obtain, even moreso than a regular Star Fragment.
If you are looking to get multiple Star Fragments/Libra Fragments, you can press A when you see a shooting star, which will allow you to make a wish. Make 20 wishes to maximize the number of fragments you can get.
