Tanabata

You can only buy the Bamboo Grass during Tanabata, from July 1 to July 7. Here is the in-game description of the seasonal event:

"Celebrated on July 7th, this is the one day that the deities Orihime and Hikoboshiーrepresented by the stars Vega and Altairーcan meet. Write a wish on tanzaku paper, hang it from the bamboo, and wish on the stars!"
