The easiest way to get a lot of bamboo shoots is to go to one of the mystery islands where a bamboo forest is growing. Sometimes bamboo shoots are found in the ground near bamboo, so if you're lucky, you can snag quite a few of these.

Like fruit, burying bamboo shoots in the ground will yield a bamboo tree in four days.
Keeping a few bamboo trees around is a good idea to get materials for DIY. However, once you pick up the bamboo shoots, you cannot get them again, so the number of shoots you get through this method is limited.

Once you've collected the bamboo shoots from around a bamboo, they don't come back. Growing bamboo is mostly good for getting bamboo pieces.
