Get it from Blathers after calling him to the island

Blathers

You can make the Flimsy Shovel by getting the recipe from Blathers, who will give it to you the first time you talk to him after he comes to the island. To call Blathers to your island, you need to complete the intial of giving five critters to Tom Nook, at which point you will be able to select a location for the museum. after you choose a location, you will be able to go and visit Blathers in his tent after 5 AM the next day. The full museum will be built after helping out Blathers in his tent.
