Dancer of Ranah can found in the Southern Nameless Mausoleum. From the Cerulean Coast West site of grace, head southwest then descend the cave. Travel through it to reach the island where the Mausoleum is located.

Dancer of Ranah Weakness
Weak to Lightning
The Dancer of Ranah takes the most damage from Lightning attacks. Target this weakness with weapons that have natural Lightning damage like the Death Knight's Twin Axes and Bolt of Gransax, or infuse weapons with Lightning damage using Dragonbolt Grease, Vyke's Dragonbolt, or the Sanctified Whetblade.
To safely attack the Dancer from range, you can instead spam the Lightning Spear and Honed Bolt incantations, or the Thunderbolt Ash of War.
Weak to Slash Damage
Dancer of Ranah is weakest to Slash-type damage, so it's best to equip weapons that deal said damage type like Curved Swords, Great Katanas, and Reapers.
To maximize your damage, take weapons like the Backhand Blade, Scavenger's Curved Sword, Great Katana, or the Grave Scythe, and imbue them with Lightning damage to target both of the Dancer's weaknesses simultaneously.

Sprint Away to Avoid Her Combo
Dancer of Ranah has a combo made up of a continuous flurry of slashes that can easily kill you if, especially when playing with low poise. To avoid the combo safely, sprint away instead of dodge rolling since her combo won't really cover that much ground.
Parry Her Attacks
While her combos can be intimidating due to the attack effects, her initial attacks actually have a long wind up time before hitting the player. Consider going near the Dancer and preparing for a parry to completely negate her moveset and deal huge amounts of damage via critical strikes.
How to Parry and Perform Critical Strikes
Interrupt Her Moves With Staggering Moves
You can easily stagger Dancer of Ranah by using heavy attacks, jump attacks, or Ashes of War. Use Ashes like Lion's Claw or the Backhand Blade's Blind Spot to easily interrupt her attack animations.
