The Smithing-Stone Miner's Bell Bearing allows you to unlock Smithing Stones that can be purchased at an unlimited amount from the Twin Maiden Husks.

Note that the Ancient Dragon Smithing Stone cannot be purchased from the Twin Maiden Husks. Instead, you can find them as loot from various locations and as a reward for completing certain questlines.

There is a Flaming Chariot enemy that can be used to farm for Smithing Stones 3 at the Caelid region.

From the Fort Gael North Site, head up to the hill near the enemy campsite. Head on the hillside above the chariot and attack it from above to hit its weak point to detonate it.

Loot the Smithing Stones 3 and return to the Site of Grace to repeat the process. Using this method also allows you to obtain around 2000 to 2200 Runes each run.

The Nomadic Merchant can be found at the Bellum Highway site of grace in the Liurnia of the Lakes region. Head down the ramp inside Bellum Church and turn right to find the merchant on a slope leading down to the river.

Strengthen Weapons at the Smithing Table

You can use the Smithing Stones that you have collected to strengthen your weapons at a smithing table or at a blacksmith. This increases the weapon's damage output, so be sure to upgrade your armament before facing a boss.
