Head South and Through the Cerulean Coast

To get to the Finger Ruins of Rhia, pass through the Cerulean Coast on the Southern Shore, then head east.

You can get to the Southern Shore from the Gravesite Plain following the Ellac River downstream.

From the Three-Path Cross Site of Grace, cross the bridge, then head down the slope to the right and stick to the left wall until you reach Ellac River Cave. From here, you can follow the river downstream to reach Cerulean Coast and the Southern Shore.

Acquire the Hole-Laden Necklace First

To solve the puzzle and ring the hanging bell in the Finger Ruins of Rhia, you must first acquire the Hole-Laden Necklace from Ymir.

Ymir is an NPC in the Cathedral of Manus Metyr, East of the Scadu Altus.

To reach him, drop down the hole in the ground in Moorth Ruins and follow the path going East. Follow this path further north until you reach the area where the cathedral is.

Ring the Hangin Bell at the Center of the Ruins

Once you've acquired the Hole-Laden Necklace, you can now ring the hanging bell in Finger Ruins of Rhia and acquire the Crimson Seed Talisman +1.
