The Coldest Blood perk has been removed as of Update 2.0. The 2.0 update featured a massive perks overhaul that removed, rebalanced, or completely changed every old perk from the 1.6 Edgerunners Update and Base Game.

Having more stacks of Cold Blood will not only ensure the effects will last longer and thus give you more bonuses in battle. This effect will be more effective with the perk Coolagulant which makes stacks of Cold Blood disappear one by one.
