Dagger Dealer Removed in Update 2.0
The NAME perk has been removed as of Update 2.0. The 2.0 update featured a massive perks overhaul that removed, rebalanced, or completely changed every old perk from the 1.6 Edgerunners Update and Base Game.

Yes poison build works with miles knives as well as thrown. It's just not the most efficient build as many others dispatch enemies in one or two hits while poison barely kicks in by the time you are finishing them off. But yes, it works and may be fun for you.
