How to Level Up Athletics

Gained by punching or using melee weapons, as well as jumping. By equipping a weapons with a high attack speed (like a katana), you can mash the attack button for about 35 seconds to gain 20 EXP.

An extremely easy exploit for leveling up Athletics quickly involves entering berserk mode, and then rapidly attacking with a melee weapon equipped. This will allow you to level up roughly once a minute for lower levels. An Operating System with a long duration, such as the Militech Berserk MK.5 is best for this.

RegenerationRegeneration 3 Health slowly regenerates during combat. C Rank Icon
Regenerating in combat takes too long to start and regens too slow. Using Healing items are much more effective
Pack MulePack Mule 3 Increases carrying capacity by 60. B Rank Icon
Increased carrying capacity is useful, but inventory management is fairly easy when your vehicle is also a mobile stash. Pack Mule will only increase the time before you need to do inventory management.
True GritTrue Grit 3 Increases max Stamina by 10%. A Rank Icon
More stamina is good for any build to let you dodge and run more, and even better on melee builds
Soft On Your FeetSoft On Your Feet 5 Reduces fall damage by 5%. C Rank Icon
Decreased fall damage isn't something you will find useful through your playthrough in any build or situation.
EpimorphosisEpimorphosis 7 Increases Health regen threshold from 60% to 65% in combat and to 100% out of combat. B Rank Icon
This is a nice quality of life perk, but is not necessary to have in the long run as there are a ton of healing items you can use.
WolverineWolverine 7 Health regen activates 20% faster during combat. C Rank Icon
Even with 90% faster regen, it is still too slow to have an impact during combat. Using health items are much more effective and you will always have one.
GladiatorGladiator 9 Reduces the amount of Stamina consumed when blocking melee attacks by 20%. C Rank Icon
Most enemies you will be fighting are not going to be the melee enemy type.
Steel And ChromeSteel And Chrome 9 Increases melee damage by 10%. A Rank Icon
A must have in any Melee build. The increased damage is always useful.
Divided AttentionDivided Attention 11 Allows you to reload weapons while sprinting, sliding and vaulting. S Rank Icon
It allows you to stay mobile during fights without having to stop and reload. Good on any weapon, great on shotguns and other low mag size guns.
Like A ButterflyLike A Butterfly 11 Dodging does not drain Stamina. B Rank Icon
Useful in Beat on the Brat and in any melee build. Outside of those situations not very impactful.
MultitaskerMultitasker 11 Allows you to shoot while sprinting, sliding and vaulting. A Rank Icon
Useful in builds that love to run and gun. This makes you hard to hit and still allow you to dish out damage.
InvincibleInvincible 12 Increases max Health by 15%. S Rank Icon
More health will let you take more damage before dying. Always good.
Tenacious VTenacious V 12 Getting hit does not interrupt Health regeneration. A Rank Icon
This skill prevents the regen delay during combat which can be helpful for V.
TransporterTransporter 12 Allows you to shoot with Pistols and Revolvers or sprint while carrying a body. C Rank Icon
Only relevant in a few situations/objectives. Outside of those situations it is pretty useless.
Human ShieldHuman Shield 14 Increases Mitigation Chance by 25% and Mitigation Strength by 20% while carrying a body.
By default, Mitigation grants a chance to reduce any damage taken by 50%

You won't be in a lot of situations where you'll be carrying bodies while in combat. However, when you do, it should help with survivability.
MarathonerMarathoner 14 Sprinting does not drain Stamina. B Rank Icon
Unlocks at body 14. By that level, for sprinting to make a noticeable affect on your stamina you would need to be sprinting for a pretty long time. Something you wont be doing often. A useful application is to make sure you can run away after spending some stamina with melee attacks
Cardio CureCardio Cure 16 Health regenerates 15% faster as you move. C Rank Icon
Increase in health regen is so small it is negligible. Not a problem when healing items are abundant.
Dog of WarDog of War 16 Increases Health regen in combat by 30%. C Rank Icon
Health regen in combat takes too long to start and regenerates too slow. There is an abundance of healing items, making this perk redundant.
Steel ShellSteel Shell 18 Increases Armor by 10%. S Rank Icon
Increases your armor's effectiveness, making you tankier. Gives more survivability.
The RockThe Rock 20 Enemies cannot knock you down. C Rank Icon
Immunity to knockdown isn't very useful when there aren't many enemies that can have the effect. There is also an added side effect of cars dealing even more damage to you when running into you.
