The Strike From The Shadows perk has been removed as of Update 2.0. The 2.0 update featured a massive perks overhaul that removed, rebalanced, or completely changed every old perk from the 1.6 Edgerunners Update and Base Game.

This perk is extremely useful as it makes you even more powerful while sneaking. Combine this with other perks that increase Critical Chance and your attacks are almost guaranteed to hit critically.
